How to Check if a University or Degree Is HEC Recognised in Pakistan

Step-by-step guide to confirming a university, campus or degree is HEC recognised in Pakistan, with red flags and attestation basics.

Row of stylised university gates from across Pakistan

Every year thousands of students in Pakistan pay fees to an institute, study for two to four years, and only then discover that their degree is not accepted by employers, government departments or foreign universities. The usual reason is simple: the institute, or the specific campus they studied at, was never recognised by the Higher Education Commission (HEC). This guide explains what HEC recognition means, how to check it yourself in a few minutes, and what to do if you are still not sure.

What HEC Does and Why Recognition Matters

The Higher Education Commission is the federal body that regulates higher education in Pakistan. It is not the body that gives a university its charter (that is done by a federal or provincial assembly), but it is the body that recognises degree awarding institutions, approves new campuses, sets minimum quality standards and attests degrees for use at home and abroad.

In practical terms, HEC recognition decides whether your degree will be:

  • Accepted for government jobs through FPSC, PPSC, SPSC, KPPSC and BPSC.
  • Accepted for admission to MS, MPhil and PhD programs at other universities.
  • Eligible for HEC degree attestation, which most foreign universities and embassies demand.
  • Counted as a valid qualification by serious private employers and professional councils.

A degree from an unrecognised institute may look impressive on paper, but it can fail at every one of these steps. That is why checking recognition before you pay the first fee instalment is one of the most important things you will do during admissions. For a wider view of your options, browse our universities directory.

Step 1: Check the HEC Recognised Universities Directory

The official starting point is the HEC website at hec.gov.pk. Under the Universities section you will find a directory of recognised universities and degree awarding institutions (often shortened to DAIs). The directory can be browsed by sector (public or private), by province and by city, and each entry shows the official name of the institution and its charter details.

When you search, keep these points in mind:

  • Search the exact legal name. Many fake or unrecognised institutes copy the name of a famous university with one word changed, for example adding “International”, “Institute” or “College” to a well known name.
  • Check the city. A recognised university in Lahore does not automatically make a campus of the same name in another city recognised.
  • Look at the sector and charter. A private institute should have a charter from a provincial or federal government. If the entry is missing, the institute is not recognised, no matter what its brochure says.

Page layouts on the HEC website change from time to time, so if a link you were given does not open, go to the homepage and use the Universities menu rather than trusting a link shared on social media.

Step 2: Check the HEC Recognised Campuses List

This is the step most students skip, and it is where most problems start. HEC maintains a separate page called HEC Recognized Campuses. It lists the sub-campuses of public and private universities that HEC has formally approved, grouped by sector and province. The page clearly states that HEC only recognises the campuses listed there.

Why does this matter? A university may be fully recognised, but if it opens a new campus in another city without HEC approval, the degrees issued from that campus can face problems at attestation. Some entries on the campuses list also carry notes such as admission bans or closures, so read the entry for your campus carefully, not just the university name.

Affiliated colleges are different again

Many students study BS or BA/BSc programs at a private or government college that is affiliated with a public university. In this case the degree is awarded by the university, not the college. What you need to check is: (1) the university itself is HEC recognised, and (2) the college is currently listed as an affiliated college on that university’s own website, for the specific program you are joining. Affiliation can be for selected programs only and can be withdrawn, so confirm it for the current year.

Step 3: Confirm the Program, Not Just the Institute

Recognition of a university does not mean every program it offers is automatically accepted by every professional body. Some fields have their own regulators whose approval you also need:

FieldRegulator to check in addition to HEC
EngineeringPakistan Engineering Council (PEC) accreditation of the program
Medicine and dentistryPakistan Medical and Dental Council (PMDC) recognition of the college
PharmacyPharmacy Council of Pakistan
LawPakistan Bar Council
NursingPakistan Nursing Council
Architecture and town planningPakistan Council of Architects and Town Planners

Also check the degree title and duration. HEC’s undergraduate policy expects a four-year BS degree (or equivalent) for most fields. If an institute promises a “fast track” bachelor degree in a much shorter time, or a degree title that does not exist in HEC’s nomenclature, treat it as a warning sign.

Degree Attestation Basics

HEC attestation is the process by which HEC verifies your degree and transcript and stamps them as genuine. You will usually need it for foreign study, overseas employment, immigration and sometimes for government jobs. The process is handled through HEC’s online attestation portal, where you create an account, upload your documents, pay a fee and then either send documents by courier or visit an HEC regional centre on an appointed date.

Two points are important for students who are still choosing a university:

  • HEC only attests degrees from recognised institutions and recognised campuses. If your institute is not on the lists above, attestation will be refused.
  • Attestation checks the degree, transcript and sometimes the intermediate and matric certificates. Keep all of these safe from the day you receive them.

Fees and processing times change, so check the attestation section of the HEC website for the current procedure rather than relying on agents who promise “fast attestation” for extra money.

Red Flags of an Unrecognised Institute

Unrecognised institutes rarely admit what they are. Instead they use marketing language that sounds official. Watch for these signs:

  • The words “HEC recognised” appear everywhere, but no charter number, no act of assembly and no exact match in the HEC directory.
  • Admission is offered without any merit list, entry test or minimum marks, and often with a “discount” for paying the whole fee at once.
  • The institute claims to be a “campus” or “study centre” of a foreign or Pakistani university but cannot show that campus on the HEC Recognised Campuses list.
  • Degrees are promised in less time than normal, or old degree names (two-year bachelor degrees for professional fields) are still being sold as full qualifications.
  • The institute avoids giving its official website and only communicates through WhatsApp or social media pages.
  • Staff become vague or defensive when you ask for the HEC listing or affiliation letter.

What to Do if You Are Still Not Sure

  • Ask the institute in writing for its HEC listing, charter details and (for colleges) the current affiliation letter from the parent university.
  • Cross-check on the university website if the institute claims to be a campus or affiliated college.
  • Contact HEC directly through the helpline or contact details given on hec.gov.pk, and ask them to confirm the exact institute and campus.
  • Talk to current students and alumni about whether their degrees were attested without trouble.
  • Prefer well established public and private universities when two options look similar. Our guides section and admissions pages can help you compare recognised options.

Frequently Asked Questions

Is a chartered university always HEC recognised?

Usually yes, but not automatically for every campus or program. A charter from a provincial assembly is the legal basis of a university, while HEC recognition and the recognised campuses list confirm the status of each location. Always check both the university entry and the campus entry.

My college is affiliated with a public university. Is my degree safe?

If the parent university is HEC recognised and your college holds valid affiliation for your program in your admission year, your degree is issued by the university and is treated like any other degree of that university. Confirm the affiliation on the university website before you enrol.

Can I get an unrecognised degree regularised later?

In rare cases HEC or a court has provided relief to affected students, but this is slow, uncertain and never guaranteed. It is far cheaper and safer to verify recognition before admission than to try to fix the problem afterwards.
