If you did O Levels, A Levels, the IB Diploma, an American high school diploma, or any school qualification from outside Pakistan, most universities here will not read your transcript directly. They want one document that translates your result into Pakistani SSC (Matric) and HSSC (Intermediate) marks: the equivalence certificate issued by the Inter Boards Coordination Commission (IBCC). This guide explains who needs it, what IBCC actually checks, how the grade conversion works, and how the online and courier application processes run.
Everything below is based on what IBCC publishes on ibcc.edu.pk. Where IBCC does not publish a figure (for example, the fee amount or processing time), we say so instead of guessing. Pair it with our documents checklist.
What IBCC Is and Why Universities Ask for Its Certificate
IBCC began in 1972 as the Inter Boards Committee of Chairmen. In April 2023 it was reconstituted as the Inter Boards Coordination Commission under the IBCC Act (Act XIII of 2023), working under the Ministry of Federal Education and Professional Training. Its stated mission includes standardising and authenticating local and foreign qualifications and regulating foreign examination boards operating in Pakistan (Source: https://ibcc.edu.pk/).
In practice: Pakistani universities calculate merit on SSC and HSSC marks (see how university merit is calculated). The equivalence certificate converts your foreign grades into those marks, and it is the only conversion universities accept.
Who Needs an Equivalence Certificate
IBCC lists several foreign qualification systems that are offered inside Pakistan and routinely need equivalence.:
- British system students: O Level / IGCSE / GCSE (for SSC equivalence) and A Level (for HSSC equivalence).
- International Baccalaureate students: the IB Diploma Programme and Middle Years Programme.
- US High School Diploma holders.
- Students who completed Australian school qualifications.
- Pakistani students who studied grades 9 to 12 abroad under any other national system, and foreign or dual nationals applying to Pakistani universities.
Students who passed Matric and Intermediate from a Pakistani board (Lahore, Karachi, Peshawar, Federal, and so on) do not need equivalence for admission. Their certificates are already in the SSC/HSSC format.
How IBCC Decides Equivalence: The Rules That Matter
IBCC publishes its assessment rules openly. The main rules are (Source: https://ibcc.edu.pk/rules-for-equivalence/):
- Equivalence is judged by comparing curriculum content, course duration and level of study against the matching Pakistani qualification.
- Only qualifications from institutions recognised by the relevant authority in the issuing country are considered.
- The course duration must match or exceed the length of the corresponding Pakistani qualification.
- Documents in a language other than English or Urdu must be translated by a recognised authority: the concerned embassy or NUML.
- Complex or unusual cases may be referred to subject experts, and IBCC may consult international references and embassies for country-specific systems.
- All documents must be authentic and verifiable; IBCC can ask for more paperwork at any stage.
The compulsory-subject exemption
Rule 10 on the same page matters for expatriate families. Pakistani students who study abroad and earn SSC- or HSSC-equivalent qualifications do not have to have studied Urdu, Islamiyat and Pakistan Studies. Foreign and dual nationals can also claim this exemption by submitting valid proof of nationality with the application. IBCC notes that requirements may vary by level and country, so read the rule for your own case (Source: https://ibcc.edu.pk/rules-for-equivalence/).
Grade Conversion: What Your Letters Become
IBCC publishes a conversion scale for GCSE/IGCSE/GCE and for IB grades. The table below reproduces the published values (Source: https://ibcc.edu.pk/conversion-for-equivalence/). Note that A* (and numeric grade 9, and IB grade 7) are shown as “above 90” for examination sessions from 2021 onward, with the exact subject-wise A* marks published in separate session PDFs on the same page.
| O/A Level letter grade | IBCC marks |
| A* | Above 90 (session 2021 onward; subject-wise PDF) |
| A | 85 |
| B | 75 |
| C | 65 |
| D | 55 |
| E | 45 |
| F / G | Not applicable for equivalence |
Numeric GCSE grades (9 to 1) have their own scale on the same page: 9 converts to above 90, 8 to 87, 7 to 82, 6 to 77, 5 to 70, 4 to 60, 3 to 50, 2 to 40, and 1 is not applicable.
On the IB scale, grade 7 converts to above 90, 6 to 85, 5 to 75, 4 to 65, 3 to 55, and grades 2 and 1 count as zero. Worked-example calculation PDFs for O Levels, A Levels, IBDP and MYP are on the same page. The number of subjects counted and pre-medical or pre-engineering combinations are not spelled out on that page, so check the official website for your case.
Documents You Must Prepare
IBCC’s requirements page lists the following for an equivalence assessment (Source: https://ibcc.edu.pk/requirements-for-equivalence/):
- A completed equivalence application form with details of all your qualifications.
- Proof that the awarding institution or examining body is officially recognised.
- Official transcripts and certificates covering the entire course of study, including original mark sheets. Academic records for grades 9 through 12 must be submitted. Original diplomas and certificates are returned; transcripts are kept on record.
- Certified translations (from the relevant embassy or NUML) for any document not in English or Urdu.
- A copy of the curriculum or syllabus, especially for new qualifications or unusual subjects.
- Identity proof: for qualifications earned abroad, a passport photocopy showing visa details and entry/exit stamps for the study period; Pakistani nationals submit a CNIC or Form B copy.
- Any additional documents IBCC requests case by case.
How to Apply: Online and Courier Routes
IBCC runs a portal at equivalence.ibcc.edu.pk with two routes (Source: https://ibcc.edu.pk/equivalence-application-process/).
Online application
- Register and log in on the IBCC Equivalence portal.
- Submit the application: fill in personal details and upload your educational certificates and a copy of your CNIC.
- Pay the equivalence fee by following the on-screen instructions.
- Track the application status from your dashboard.
Courier application
- Register and log in on the same portal.
- Choose the courier option, enter the required information and upload documents.
- Pay the fee through the 1Bill link, or download the challan and pay at any UBL branch.
- Dispatch to the IBCC office: the completed form, payment receipt, educational certificates (originals and photocopies) and a CNIC photocopy.
- Track the application through the dashboard.
IBCC does not publish the fee amount or a processing time on these pages, so check the official website or the fee challan screen at services.ibcc.edu.pk when you apply. The Islamabad head office can be reached at +92-51-111114222 (Source: https://ibcc.edu.pk/).
Verifying a Certificate
Anyone can verify an equivalence certificate online at equivalence.ibcc.edu.pk/verification.php, with or without the QR code printed on the certificate. If an admission office questions your document, send them this link.
Timing Your Application Around Admissions
Most admissions open between June and October (see our admission calendar) alongside tests such as NET, ECAT and MDCAT (ECAT vs NET vs NAT). Apply for O Level (SSC) equivalence as soon as those results are out, and for HSSC equivalence the week A Level results are released.
Common Mistakes to Avoid
- Waiting for A Level results before applying for O Level equivalence. Do the SSC step a year early.
- Uploading only the statement of results. IBCC wants the full record for grades 9 to 12, including original mark sheets.
- Ignoring translation rules for documents in Arabic, Chinese, Turkish or other languages; only embassy or NUML translations are accepted.
- Assuming grades F or G, or numeric grade 1, will count toward your total; IBCC marks them not applicable.
FAQs
Do I need IBCC equivalence if I did Matric and FSc from a Pakistani board?
No. Pakistani board certificates are already in SSC/HSSC format and are accepted directly by universities. Equivalence is for foreign and international qualifications such as O/A Levels, IB, US High School Diploma and school systems completed abroad.
Which document types does IBCC ask for?
A completed application form, proof of the awarding body’s recognition, full transcripts and certificates for grades 9 to 12 with original mark sheets, certified translations where needed, a copy of the syllabus for unusual subjects, and identity proof (passport with visa stamps for study abroad, or CNIC/Form B for Pakistani nationals). Source: https://ibcc.edu.pk/requirements-for-equivalence/
How much does the equivalence certificate cost?
IBCC does not state the fee on its application-process or requirements pages. The amount is shown when you generate the challan on the portal. Check the official website for the current fee before paying anyone else.
Can I avoid Urdu, Islamiyat and Pakistan Studies if I studied abroad?
IBCC Rule 10 exempts Pakistani students who earned SSC/HSSC-equivalent qualifications abroad from these compulsory subjects, and foreign or dual nationals can claim the exemption with proof of nationality. Requirements can vary by level and country, so read the rule for your own case.
How is an A grade converted?
On the published scale, A converts to 85 marks, B to 75, C to 65, D to 55 and E to 45. A* is shown as above 90 for sessions from 2021 onward, with subject-wise values in session PDFs on IBCC’s conversion page.
