Engineering Admissions in Pakistan: PEC, ECAT, ETEA and Merit

Engineering admissions in Pakistan explained: PEC accreditation checks, ECAT (UET Lahore), ETEA (KP), merit formula structure and a step-by-step timeline.

Engineering admission in Pakistan has three moving parts that confuse most first-time applicants: the regulator (Pakistan Engineering Council, PEC) which decides whether a degree will let you register as an engineer, the entry tests (ECAT in Punjab, ETEA in Khyber Pakhtunkhwa, plus university-specific tests elsewhere), and the merit formula each university applies. Get one part wrong and you can finish four years with a degree that PEC will not register, or miss the only test your target university accepts.

This guide explains each part with references to the official sites: pec.org.pk, ecat.uet.edu.pk and etea.edu.pk. Where a figure is not published on those pages, we tell you to check the official website rather than quoting a number we cannot verify. For university-specific detail, see our UET Lahore guide and UET Peshawar guide.

PEC Accreditation: The Check That Comes Before Everything

PEC is the statutory regulator of the engineering profession. It registers engineers, accredits engineering programmes, registers consulting and constructor firms and runs continuing professional development. Graduates of accredited programmes can register as engineers in Pakistan, and PEC is a full signatory of the Washington Accord, which is what makes a Pakistani accredited engineering degree portable to other signatory countries (Source: https://www.pec.org.pk/).

PEC publishes its accredited programmes in schedules, and the one you must read is the one for the programme and intake year you will join:

Accreditation is per programme, per campus and per intake. A university can have an accredited BSc Civil at the main campus and an interim-phase BSc Mechatronics at a sub-campus. Before you accept an offer, find your exact programme and campus in the schedule, or ask the department for its PEC accreditation letter stating the intakes covered. After graduation you register through portal.pec.org.pk, first as a Registered Engineer (RE) and later, with experience, as a Professional Engineer (PE). Anyone can verify a registered engineer at verification.pec.org.pk.

PEC’s entry test framework

PEC also sets a national framework for entry tests in engineering admissions; the policy document “Framework for Entry Test Relating Admission to Engineering Programs” (March 2023) is linked from the PEC homepage, with detailed regulations for engineering education on the PEC accreditation pages (Source: https://www.pec.org.pk/). The practical consequence is that every PEC-accredited engineering programme admits through an entry test, and the universities’ minimum academic eligibility (the HSSC pre-engineering percentage and DAE rules) follows PEC regulations. The exact thresholds are stated in the PEC regulations and in each university’s prospectus, so check the official website for the current numbers.

ECAT: Punjab’s Engineering Test

ECAT is conducted by UET Lahore and used for admission to UET Lahore, its campuses and partner engineering universities in Punjab. For the Fall 2026 cycle the official ECAT portal published a second-session test with a fee of Rs. 3,000 paid through an online challan, an online application and challan deadline in June 2026, a test window across several days in June, and a result date of 30 June 2026 (Source: https://ecat.uet.edu.pk/). Dates and sessions change each year, and the portal itself carried an extended-date notice, so treat the current portal as the only authority.

What the ECAT portal states about test day:

  • Bring the printed admit card and an original photo ID: CNIC, passport, Matric or First Year certificate, or domicile.
  • Arrive at least 30 minutes before the test starts.
  • Calculators, books, notes, mobile phones and handbags are not allowed; rough-work paper is provided.
  • Only a simple ballpoint pen is allowed.

The portal’s public pages do not list the subject breakdown, number of MCQs or negative-marking rule, so take those from the official exam guide linked on the portal and from our UET Lahore entry test page, which is updated each cycle. Compare ECAT with other tests in ECAT vs NET vs NAT.

ETEA: Khyber Pakhtunkhwa’s Testing Body

The Educational Testing and Evaluation Agency (ETEA) is a Khyber Pakhtunkhwa government body set up in November 1998, supervised by a Board of Governors chaired by the Chief Minister. It was first created to run entrance tests for the province’s engineering and medical institutions and now also conducts recruitment screening tests, the University of Peshawar undergraduate entrance test and other examinations (Source: https://etea.edu.pk/). Engineering universities in KP, most prominently UET Peshawar, admit on the ETEA engineering test; details for each cycle are published through ETEA’s advertisement portal at etea.online, with results at etea.edu.pk/result and merit lists at etea.edu.pk/merit_list.php.

ETEA’s homepage lists fees only for recruitment tests, not for the engineering entrance test, and does not publish the test format on its main page. Check the current advertisement for the fee, syllabus, number of questions and negative marking. Our UET Peshawar admission guide tracks the cycle.

Other Provinces and Federal Universities

Outside Punjab and KP, the test depends on the university: NUST uses NET for its engineering programmes (NUST entry test page and NUST merit guide), while Sindh and Balochistan engineering universities run their own pre-admission tests or use a provincially notified test. Always start from the university’s admission page; our entry tests archive links each one.

How Engineering Merit Is Built

Universities combine the entry test score with HSSC (and sometimes SSC) marks into an aggregate. The weightage differs by university and is printed in its prospectus; the mechanics are explained in how university merit is calculated. The table shows the structure, not the percentages, because those must come from the official prospectus:

A Timeline for the Engineering Applicant

  1. First year of Intermediate: confirm pre-engineering (or DAE) is your track; mathematics is non-negotiable.
  2. Second year, before results: register for the entry test when the portal opens; UET’s ECAT and ETEA’s test both require online registration and challan payment before the deadline.
  3. Results and test: sit the test, download the score card, and keep the admit card and challan copies.
  4. Shortlist: verify PEC accreditation and campus for each programme you list, and read the merit formula.
  5. Apply: submit online applications with the documents in our documents checklist, then follow merit lists and fee deadlines on the university portal.

Our month-by-month admission calendar places all of these steps on a single calendar.

Common Mistakes to Avoid

  • Choosing a programme without checking the PEC schedule for that campus and intake.
  • Sitting ECAT when your target university in KP needs ETEA, or vice versa. Tests are not interchangeable unless the university says so.
  • Missing the challan deadline; registration and payment are separate steps on both portals.
  • Turning up without an original photo ID or with a calculator; both can keep you out of the hall.
  • Taking merit percentages from last year’s social media posts instead of the current prospectus.
  • Assuming a sub-campus has the same accreditation status as the main campus.

FAQs

What does PEC accreditation mean for me?

Only graduates of PEC-accredited programmes can register with PEC as engineers, and PEC’s full membership of the Washington Accord is what makes accredited Pakistani degrees recognised by other signatory countries. Check the programme, campus and intake in PEC’s published schedules. Source: https://www.pec.org.pk/

How much is the ECAT fee?

The official ECAT portal listed a fee of Rs. 3,000 for the Fall 2026 (second) session, paid through an online challan. Fees can change each cycle; confirm on https://ecat.uet.edu.pk/ before paying.

Is ETEA only for engineering?

No. ETEA was created in 1998 for engineering and medical entrance tests in Khyber Pakhtunkhwa but now also runs recruitment screening tests, the University of Peshawar undergraduate entrance test and other examinations. Engineering test details are published in each year’s advertisement. Source: https://etea.edu.pk/

What is the minimum percentage for engineering admission?

Minimum academic eligibility follows PEC regulations and each university’s prospectus. The public PEC homepage links the regulations but does not print the figure, so check the official website and your university’s prospectus for the current threshold.

Can DAE holders apply?

PEC maintains a revised list of DAE qualifications relevant to engineering admission, linked from its homepage, and universities reserve or allow seats for DAE holders in related disciplines under their own rules. Read the PEC list and the university prospectus for your diploma.
